Abstract: IT IS MANDATORY BY THE MAGNUSON FISHERY CONSERVATION AND MANAGEMENT ACT THAT ALL FOREIGN FISHING VESSELS WISHING TO FISH IN THE U.S. FISHERY CONVERSATION ZONE OBTAIN A PERMIT BEFORE FISHING. WITHOUT AN AUTHORIZED PERMIT, FOREIGN VESSELS ARE SUBJECT TO SEIZURE BY THE U.S. COAST GUARD.
