Abstract: LOCAL GOVERNMENTS HAVE ASKED FOR SINGLE, ORGANIZATION-WIDE AUDITS. THIS CONTRASTS WITH GRANT-BY-GRANT AUDITS OF THE PAST. THIS IMPLIES THAT ONE FEDERAL AGENCY IS RESPONSIBLE FOR ENSURING THE AUDIT IS DONE PROPERLY. WE NEED THE SUMMARY FINANCIAL DATA TO HELP US MAKE FEDERAL AGENCY ASSIGNMENTS THAT MAKE SENSE.
