Abstract: PROVIDES PROGRAM DATA ON VOUCHERS, APPLICANT CHARACTERISTICS (E.G., AGE, SEX, ETHNIC STATUS), WAGE RATES. TARGET GROUP MEMBERSHIP AND EMPLOYER CERTIFICATIONS.
