Abstract: DATA WILL BE USED TO EVALUATE THE LABOR MARKET IMPACTS OF THE YIEPP PROGRAM. BECAUSE YOUTH PARTICIPATING IN YIEPP ARE GIVEN SUBSIDIZED EMPLOYMENT WITH PREVIOUSLY EXISTING EMPLOYERS, SEVERAL IMPORTANT POLICY QUESTIONS FOCUS ON THE BEHAVIOR OF THESE EMPLOYERS; E.G., THE NET JOB CREATION EFFECTS OF THE SUBSIDIZED EMPLOYMENT. ANY EMPLOYMENT DISPLACEMENT HAS IMPORTANT IMPLICATIONS FOR THE TOTAL COSTS AND BENEFITS OF A FULL-SCALE YIEPP PROGRAM
