Abstract: THIS SURVEY IS IN RESPONSE TO A CONGRESSIONAL MANDATE (TITLE 7 SEC. 731(C)) WHICH REQUIRES THE NUMBER OF CHILDREN AND ADULTS THAT ARE LIMITED IN THE PROFICIENCY OF THE ENGLISH LANGUAGE. THE POPULATION WILL BE STRATIFIED BY LANGUAGE AND STATE TO DETERMINE THE PRIMARY LANGUAGE OTHER THAN ENGLISH. THIS SURVEY IS ALSO USED FOR PLANNING TITLE 7 BILINGUAL EDUCATION PROGRAMS.
