Abstract: TO PROVIDE MEASURE OF THE IMPACT OF CETA DECENTRALIZED PROGRAMS ON PARTICIPANTS, PARTICULARLY ON PARTICIPANTS EMPLOYMENT AND EARNINGS. THE CLMS IS FUNDED AND DIRECTED BY THE ETA. SAMPLING, INTERVIEWING AND DATA PROCESSING ARE PERFORMED BY THE BUREAU OF THE CENSUS. TECHNICAL SUPPORT IN DEVELOPING SURVEY INSTRUMENTS, MONITORING FIELD OPERATIONS AND ANAYLZING SURVEY RESULTS ARE PROVIDED BY WESTAT, INC
