THIS SECTION OF THE CETA REGULATIONS ESTABLISHES THE CONDITIONS AND CIRCUMSTANCES BY WHICH THE DEPARTMENT OF LABOR WOULD PROVIDE WAIVERS TO PRIME SPONSORS WHEN PSE PARTICIPATION LIMITATIONS UNDER REAUTHORIZED CETA HAVE BEEN EXCEEDED.
