46 USC 12302 describes the requirement to create a standard numbering system. 46 USC 6102 describes the requirement to provide statistics and recommendations based on a marine casualty reporting system. The collection of vessel registration data accomplishes this goal by creating a means to measure casualty rates. Registration data frequently serves as the denominator of fatality rates (usually expressed in x deaths per 100,000 registered vessels).
