Paperwork Submissions Under the Coastal Zone Management Act Federal Consistency Requirements

This is a request for extension of a currently approved information collection. Information requirements pursuant to the Coastal Zone Management Act (CZMA/the Act) are in fulfillment of statutory and regulatory requirements pertaining to State reviews of federal actions for consistency with State policies. The requirements apply to federal agencies (15 CFR part 930, subpart C); federal license and permit applicants (15 CFR part 930, subpart D); persons proposing outer continental shelf exploration, development and production plans (15 CFR part 930, subpart E); and State and local government applicants for federal financial assistance (15 CFR part 930, subpart F). Information submitted pursuant to the requirements under the Act and its implementing regulations informs States as to federal actions that may have reasonably foreseeable effects on uses or resources of the State coastal zone. Except in limited circumstances which are few in the number of instances in any given year, the NOAA Office for Coastal Management does not receive the information that federal agencies and applicants are required to provide to States pursuant to the federal requirements under the CZMA. Information submitted to states is used by the states to determine the consistency of federal agency activities, federal licenses and permits, and federal financial assistance to states and local governments with state policies. The information is not submitted to NOAA.
