Section 1001(b)(4) of the American Rescue Plan Act (P.L. 117-2), which directs the U.S. Department of Agriculture (USDA) to make loans and cooperative agreements and provide other assistance to maintain and improve food and agriculture supply chain resiliency. Program provisions are intended to use available funds to purchase healthy nutritious food from local, regional, and socially disadvantaged farmers/producers for distribution targeting underserved communities
